Proposed changes for September 2027 – 2028 admissions

The Two Counties Trust (TTCT) operates as the admission authority for all 10 schools within the Trust. Our Board of Trustees has retained the vast majority of admissions procedures outlined by the Schools Admission Code 2021. As the admission authority, it must conduct its own consultation process on any proposed changes. The following page outlines the proposed changes for 2027 – 2028.

Consultation opens: 15.12.2025

Consultation closes: 26.01.2026

Trustees consider any representations made and make the final decision: 05.02.2026

Deadline for admission arrangements to be determined: 28.02.2026

Deadline for admission authorities to send a copy of their full determined admission arrangements to their local authority and publish those arrangements on the school’s website: 15.12.2025

Changes being consulted upon for the 2027 – 2028 academic year

The Two Counties Trust has an overarching admission policy which sets out our arrangements for the admitting year. In addition to this, each schools has its own admissions appendix which sets out the oversubscription criteria and the published admission number (PAN) for Year 7 and Year 12, as appropriate.

Trust Policy

The Two Counties Trust Admissions Policy 2027 – 2028

The Two Counties Trust is proposing a Trust overarching policy.

A Trust overarching policy has not been used before for Admissions Policy

Admission policies for all our school for 2027 – 2028 have been amended in line with the Department for Education Schools Admission Code 2021. These include the following:

  • Waiting lists: Where there have been more applications than places available, waiting lists will be held until 31 December in each of our secondary schools (previously 31 May).
  • Admission appeals: When an admission application has been refused, appeals for places are to be directed to the school and heard independently.
  • Addition of Tie Break criterion.
  • Administrative changes to enable compliance with statutory responsibilities.

What happens after the consultation closes?

All responses received will be considered. Trustees make a decision on behalf of The Two Counties Trust taking into account a range of information, including the consultation responses. They will do this based on representations that are most suitable according to the local circumstances.
